based on reservation , if a person belongs to bc -d  then he or she get 35000 from government as scholarship and rest the student need to pay i.e if your college fee is 45k  and you get 35k so 45-35 = 10k  , will be your college

No , freeship card is restricted to SC/ST students if they have income less than 2,50,000/year.

Until and unless you belong to the SC/ST category , you can't avail a freeship card.
