Hello,
By free seat we mean, a seat on which admission is conducted on the basis of merit scores achieved by students in some exam conducted by the University. So there is no term called as the free seat I any colleges. To get into any college you must have a valid rank to get into that college. You need to check which exams score they accept. And there is another process called Direct Admission and Management Quota. For getting Free Engineering seats you must have "Good rank" in Engineering exams and should have 90% above marks in higher secondary. And also there are deduction for lower castes too.
There is no free seat for anyone to take admission in engineering college. If you want to go for the technical course then you will have to go through the valid process otherwise you will not get any seat in any college for the admission.
To get a seat in a medical college other than your state you are supposed to take part in counselling process of that state and get a seat as per the merit (NEET UG ) score. You have to do registration by paying the counselling fee of that state.
There is no free seat in NEET. Even if you get 1st rank or 100th rank, there is no free seat. There are Government Medical Colleges which have lesser fees like MAMC for example.

So, I regret to inform you that, it is not possible for you to get free seat in agriculture or veternary. However, you can get a seat in your preferred college and you will be having certain fee concession as well. In order to get free seat in agriculture or veternary you need to score a rank of less than 1k in the Eamcet exam.
