see due to covid 19 pandemic many of the exams has rescheduled and till now many of the psus has not released its gate recruitment notifications, generally wbsedcl recruitment process includes shortlisted of candidates plus , written test or gd and personal Interview. last year for electrical engineering stream vacancy was 246, so this year there is chances of less vacancy for electrical branch. however it is not sure when the notifications would out.

HPCL and BPCL both are PSUs which select the candidates based on their GATE score and than followed by Group Discussion and Personal Interview.
This year also they will make selections as upto last year they made.

Candidates getting admission in dual degree through JEE Advanced need not to appear in GATE.And the cut off will not be the same for dual degree through JEE Advanced and M.tech through GATE.Considering previous year cut off trends it is difficult to get seat in IITs with such score.You need to score at least 600 or above to have decent chances of getting seat in a IIT.

see there is less chances for bits pilani by your gate score if you opted for admission based on gate score, another option is you may appear in bits hd exam which is the entrance test for mtech admission in bits , if you get good score in bitshd exam you have decent chances for admission,

Yes you can. If the Software Engineering Comes Under Computer Department then yes you can easily apply for that.
But, you must be having that particular GATE score to apply for. One more thing, there is no such Interview or Written Exams like in IIt's for the selection in NIT's so you can directly get the admission.
