If you think that you can do better next year then you can attempt GATE 2019. If your priority is M.Tech. then you can get above average college with good stream having good placement records. Most important thing about M.Tech is your Stream. So choose your stream wisely. After completion of M.Tech. you can go for Ph.D. also.
If you have passion for PSUs then you have to wait for next year.
