we use reporter gene to check whether our gene of interest is functioning properly or not ,look for example if you are inserting your gene of interest in any organism and you want to check whether the recombinant is expressing it's trait or not you can link a reporter gene with you gene of interest if reporter gene gets expressed obviously your gene of interest would also get expressed,reporter gene can have some unique properties like fluroluminance.

I would suggest you to look for the top colleges in the world like Harvard for a fruitful genetic engineering course. In India, the scope of quality research and jobs connected to this field is quite less. Moreover, it is always and enriching experience to study abroad be it any course. Yes if you have completed your B.Tech that is you completed your graduation so if you want to go for higher studies and want to appear in NEET but i think you should remember the qualifications for appearing in the NEET exam.
There is no maximum age limit till the supreme court passes any judgement on it and there are also no restrictions on the no of attempts in NEET.
So if you have that interest then you can go further,but i think if you have completed your B.Tech you can go for a job(if available) or if not then you can definetly go for higher studies,but don't drop an year if you fail to qualify neet in your first attempt.
