You cannot get admission into any colleges in Germany without their entrance test Studienkolleg which is an exam in German language. This is a compulsory test to check your knowledge on German language.

You need at least C1 level of German language with certificate.

Yes you can apply for your masters in German.  For being eligible to take admission in any of the german university for your masters you need to have your four year or three year degree from a recongnised instiution and you need to have a score of 75%
