there is no cutoff for GAT they take how much ever rank you get but the branches may varry any how 

my personal suggestion to take adimission vizag and admission only they are best

Though you have scored a good rank in the examination but I don't think there's a provision of fee concession in admission for any student though rank rankers get scholarship but not all of them so I think you should directly contact to the university to talk about

i am student of GITAM bengaluru while out of my knowledge you will not get CSE in Vizag and Hydrabad but definatle you will get in Bangalore and  i suggest you to not to join bangalore but your rank is prety managable you can get other branches like ECE,EEE

Yeah sure you have a chance to get Computer science engineering at GITAM VIZAG because they provide the CSE branch up to the rank of 20k.
