as a name of scholarship you can only avail the fee waiver seat for which you have a good rank in UPSEE and you father’s income must be less than 6,00,000 rupee.
In fee waiver seat , college does not charge the tuition fee which is currently 1,00,000
The allotment is through UPSEE as far as I know and the fee struture is regulated by the authorities. For a better idea, pls check this document . This gives the details of the official fees as fixed by the authorities. About placement guarantee that no one can give you.

OPNO is the open category which means general category of upsee. Well according to me if you compare G.L.Bajaj and Galgotias University, GU is far better than that as it is a deemed university hence it's syllabus is a bit upgraded than that of G.L.Bajaj as it linked with AKTU.
