The NEET results were announced and the score card were provided in which there were information regarding candidate name, All India rank and All India category rank and score etc. And the seats are allotted on the basis of All India rank instead of category ranks.

NIT GOA is an old institute and was established in 2010 with NIRF rank 85 whereas NIT Andhra Pradesh is a new institute established in 2015 which has not received any ranking yet. The facilities and infrastructure are better at NIT GOA in comparison to NIT Andhra Pradesh. The highest ctc for nit goa was 20 lakh in 2021 with the placement rate of more than 80% whereas the highest ctc for nit ap was 13 lakh.
So, in comparison to everything nit goa is much better than nit ap.

See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
The NEET 2020 closing AIR for GMCH, Chandigarh through All India Counselling was 16444 i.e. a score of around 610 .
The cutoff of the same college through through State quota counselling for a female belonging to SC category was a score of 424 and a closing AIR of 158937. So, it seems it's not poy for you to get a seat in GMCH, Chandigarh.
As far as your second question is concerned,yes you need to participate in the All India Quota Counselling for getting admission into the colleges of other states and there are no other ways through which you can do the same .
This year too ,the cut-offs are expected to remain somewhat similar to last year's but a slight variation might be seen.

See if you have no subject preferences, then I would recommend you to go for the BITS GOA Chemical Engineering. The chemical engineering course have a much better job scope compared to that of Mechanical Engineering. Also the BITS GOA have a better placement rates which can really give you a good scope to get employed. Now Mechanical Engineering and Chemical Engineering both are core engineering fields but chemical engineering have a more job preference. If you know Mechanical engineering is one of the basic engineering sciences and there are a lot of applicability over the industries but still the mechanical engineering grads don't land good salary jobs. Also BITS GOA have a better infrastructure and faculties compared to that of MANIPAL. So factually, BITS GOA will be the most preferable choice for you.
