Yes through gate it is possible .For this you need to qualify computer science gate paper and should have valid score to do masters in AI(CSE). IITs are more flexible in changing of branch comparable to other institutes.

As far as USA is concerned, no scholarship is given to students for studying medicine, hell no for international students.

You have to take admission in MD only after you have completed your undergraduate studies with pre-med track course.

A very few number of international students qualify
