You have just cleared the JEE mains cuttoff,you are elligible for JEE advance.Chance of getting any government college with this score under SC quota is very less.,no chance.Look for another engineering entrance examination.Or focus on JEE ADVANCE preparation.

As the exam hasn't been done yet so the actual number of applications could be guessed only. Normally on an average, around 70000 candidates apply for icet exam and around 40-45k candidates qualify the exam. The actual number of applicant would be declared after the exam.
