Every college has different fees structure. The average fees for b.ed course are ranges from 8,000 to 70,000 per annum.

After the results are out for the further process that particular information is considered which you filled in the application form.
Before release of admit card often exam conducting institute opens the correction windows so that a candidate if want can make some changes. After the exams are over you can not make any changes in application form.
Unfortunately even if you belong to Sebc category but if applied through general category ,you will be considered a general category candidate.

Government conduct a lot of examinations at different levels for government jobs. There are so many posts and exams which you can give after 10th , 12th, graduation respectively. Some of them are listed below :
SSC D group - This exam is for lower posts such as peon etc and one can give this exam after class 10th.
SSC Clerk exam- This examination is for the post of clerk and you can give this after Class 12th.
SSC CGL Exam- This if for higher posts in government offices and you can appear in this examination after graduation. There are total 3 tiers in this examination.
Civil service examination- UPSC- This examination of for the senior posts in the government offices and for IAS , IPS , etc. This is a high level examination and you need to have a graduation degree to appear in this examination.
SBI PO - This examination is for the higher post in bank and minimum graduation degree you need to appear in this examination.
There are also some other exams for different government jobs such as NDA , other army related exams , CTET(for government teachers) , SSC JEE, etc.

No I do not think anyone can change or reshuffle the choice they made during 1st counselling of PG medical as the choice once made is followed till the next round. For the next round you can change your preferences but till then you have to go through round 1 with the choices you filled.
