Write GATE exam or state level eligible test for pg admission .
Based on your entrance exam score, you can get admission.

In order to be eligible for the CAT exam, a candidate needs to hold a Bachelor's degree in any specialisation. Given that you will be completing your Doctor of Pharmacy, you are definitely eligible for CAT.

For masters degree in the Germany I should give Gre or Toefl???

Both, or none.
See it depends on the university you're applying to. Most of the universities will accept IELTS and TOEFL scores, but in Germany, IELTS is more prominent.
Then, half of the universities accept GRE scores, others don't require it. So yes, it'll be good if you score well
