Directly you can't get a principal post.

If you have completed diploma or B.Tech course from a recognized university then you are eligible for a teacher in ITI course. If you want join in government ITI college as a teacher then you must qualify PSC entrance exam.

Once if the seat is cancelled then it is cancelled either you cancel it through online or through offline. But you can contact them and know whether your seat it there or not. If it got cancelled then it's difficult to get seat in the same college again.
