GATE score is not a necessary requirement for PhD entry into IITs. PhD admissions are undertaken two times a year: one for the July-Dec semester and the other for the Jan-May semester. There are generally two steps for PhD admissions :

So after qualyfing GATE any candidate has 3 options 1. PSU 2. Higher Studies 3. JRF ( Junior Research fellow )

Sorry to say but with this score you can't get IIT kanpur in ec department. You can apply for state government universities like jadavpur,Chandigarh university.If you don't get state government universities then you can apply for private universities like bit SRM kit etc. Best of luck.

Getting 65 marks in GATE in Electrical department is a good score.As You are from O BC ,it will be an added advantage.But this year GATE 2019 paper is easy and the cut off may go high compared to previous year cutoff.However you will get a good IIT

1. Should be Indian citizen.
2. Candidate should have passed B. E/ B. Tech in relevant engineering field.
3. No minimum pass percentage is stipulated.
4. There is no age limit for answering GATE

You can get older IITs with your score.Visit the link below to see the cut off of core as well as interdisciplinary branch.Sometimes it happens you wont be able to get ECE in Mtech but if you apply for VLSI,Signal processing..etc you can get because their cut off
