Yes you can get into PSU if you have second class in BE. But there are very few PSUs whose eligibility criteria is less 55 %. But if the candiadate is from SC/ST or OBC wih second class marks he/she can apply for mjority of PSUs.

Your gate score is 727 in EE with this marks you have a low chance to gate PEPS.Last year cutoff for PEPS was around 745.you can also check here cutoff marks

This year level of paper was easy in comparison to previous years.This year cuttoff marks of IITs for mtech program may go high.For iits you need at least 700 score.According to previous year trends with this score you have more chance that you will get IIT roorkee.,For sureity
jobs on the basis of GATE score are given to the aspirants those who have applied and written GATE. the person who have not applied for GATE is not eligible.
