You must have completed four years in any degree. Diploma holders are not eligible for the GATE 2019. 

Candidates who have switched to B.E/B.Tech after completing 3 years in Diploma will be eligible to appear for the GATE 2019 examination.

According to the brochure of GATE, if you belong to OBC-NCL category, then you are not required to submit/upload any category certificate while filling the online application form.
