Gate stands for graduate aptitude test in engineering. candidates who are currently studying b.tech course or in final year or pre final year or already completed the b.tech course  are eligible to appear in gate exam. so even of you have backlogs you can appear in gate exam.

Yes you can appear for GATe 2019 since you will be in final year graduation of Btech in 2019. However once you jojn colleges for Mtech and counselling is conducted you need to have cleared all backlogs and must have course completion certificate or Provissional degree certificate to get admission.

You need not worry for not having attached the eligibility certificate. Since, the admission authority will open the Application form correction window later in the November, 2018 where the candidates who made some mistakes while filling up the application form will be able to correct them.
