Yes, Anyone can give exam in whichever stream he is interested in GATE. There have been many people who have done this and excelled. In fact, there was a person from Mechanical engineering who had interest in software field, next what he did was appeared in GATE from
Cutoff for JEE Mains 2k18 was :
74 for general.
45 for OBC
29 for SC/ST
-1 for PWD

CGPA is obiviously important in case if a average GATE score but if you have a very good GATE score then if the CGPA is less it is overlooked because GATE score shows the proof that you have a very good knowlege in you field. So, in this case
I am not sure but I think you are just because of the category SC you can think off but usually changes occur each year but majory recruitment is done by GATE score with 60 percentage in 10th,12th and graduation for general category but for you I think there is
