If you think that you can do better next year then you can attempt GATE 2019. If your priority is M.Tech. then you can get above average college with good stream having good placement records. Most important thing about M.Tech is your Stream. So choose your stream

It's depend on the number of vacancies, psus have.
I think this time cut off will be more than the previous one, safe marks for psus is above 75 or under 500 rank. You can expect around 500 rank for 75-77 marks and around 200 rank for 80-82
