You have to appear for GATE if you want to take admission in mtech course in any IITs or NITs.There is no any other way to get admission in the IITs or NITs for pg course.

IOCL through GATE 2018 for GENERAL CATEGORY........the required percentages in the engineering above 65%, is it average of 8 semester?

Yes, Required Percentage- 65% above in engineering means an aggregate total of 65% marks above in 4 years (8 semesters) of btech.
