To get admission in IITs you need to get GATE rank above 600. Therefore, according to this, you are not eligible for IITs. However, you can check other cutoffs from here- https://engineering.careers360.com/articles/gate-cutoff and find out the bested suited institute for yourself which falls within your rank

There are PSUs like DRDO, NLC and Power Grid that accept a 60% score. On the other hand, for applying to CEL and IOCL, and a host of other PSUs, you will need minimum 65%.

Pay scale will varry according to job and company. Although the lowest range in PSU is 16,400 pm and highest range is 50,000. Different PSU has different range of pay scale in diferrent sector.
