yes, you can apply for M.Tech in IIT kharagpur based on your gate score as it is good for b.tech as well as  M.Tech so getting a good score and applying for iitk is the best option.

The score card of GATE is available for a limited period of time only. For example, in case of GATE 2018, the score card will be available from March 20 till May 21. So once the deadline passes, candidates will not be able to download the score card.

It is highly unlikely that you will ve able to download the score card of GATE 2016, as the score card is available only for a fixed period of time. 

You may though contact GATE officials and check with them if they can help you in anyway.

AAI released it's application form on September 18, 2017 and called off the registrations on October 17, 2017. The PSU was recruiting on the basis of GATE 2016 scores for 200 seats.
