The criteria varies PSU to PSU but in most of them like IOCL final year student can apply but they will have to submit the final year marksheet by 31st-August-2018. Also, you can check the below provided link to know all about the PSUs through Gate 2018 -

The score card will be valid for a period of three years from the date of announcement of GATE result. It means you are not required to appear for GATE every year. If you have a good score, you can apply through it in IIT's upto 3 years without appearing
