Regular Course which is applicable for GATE/GPAT candidates qualified  are ELIGIBLE for AICTE scholarship. however based on pgecet you may also apply for regular courses, but in case if its mention that only gate qualified students are allow, then you would not eligible to apply , non gate students

As you mentioned you are pursuing Petroleum engineering, I would suggest you to write GATE exam as it is related to your domain. And you can grab a PSU if score good marks. You can have two attempts to write the exam, one in third year and next
