You need not worry about anything. As far as you have not made a mistake i putting the first name in the first place and surname on second place, there is going to be no problem. There might be a difference in other certificates, in your case ssc

Candidates who  have qualified GATE in 2018, 2019 and 2020 will also be eligible for the counselling process of tspgcet 2020. Allotment of the candidates into the participating institutes will be done through the counselling process. Separate counselling will be held for GATE and TS PGECET qualified candidates. however

Yes your friend is eligible for take admission in CSE department for Mtech. The minimum criteria to take admission in CSE Mtech is B.E/B tech in CSE/ EEE/ ECE/ IT/ electronics/ I &C/ E&I/ instrumentation or MCA. Your friend need to pass the GATE entrance examination. Then no problem
