You can apply through obc b category for gate 2021 exam. But a creamy layer obc you will not get the benefit of the stipend if he applied through the obc category in gate exam. Read the general instruction given by aicte to student

There is no need to worry because you are not only candidate who is suffering, today whole national is suffering from nationwide lockdown. Till now application form for CCMT 2020 will release on April 29th, 2020.

Date will be rescheduled after situations become normal so don't take tension.

see cutoff score changes every year and it depends on number of participants, questions difficulty level, seat matrix, your choice of streams etc. you did not mention your stream, but at this score you have less chances for old iits, however you may apply for newer iits like iit
