Yes, you've good chances of getting good IITs. for EC under OBC (NC) category as per the previous years cut offs. For BITs pilani you need to appear for BITS HD online test.

Bitspilani provided the Mtech or Ms courses in various fields. All the admission based on GATE in a way.
Minimum of 60% marks is needed to choose a stream.
Though the cut offs are changed day by day but 60% is needed.

see iit or iiits has data science course but you need to clear gate exam tgo apply for mtech in data science in iits, however there is two university which offer data science and have good placement,
1. pes university
2. cmr university- you need to clear pgcet or cmr university entrance test to get admission in mtech cse (data science) course.
You have a very less score in b.tech as well as in 12th standard. You may go for private colleges if you want to take admission in university without gate exam. The colleges will conduct their own examination and interview to select candidates. These are few colleges where you will get admission in M.Tech data science course:
