It is mandatory that in provisional certificate must be duly signed by director or Head of department.This is one of elligibility criteria of GATE2020.So,you can't apply for GATE 2020 without director signature on provisional certificate.

According to eligibility criteria released; candidates must have passed graduation in engineering/technology or Master’s degree in any relevant science subject to be eligible for gate exam.
