You have not mentioned you stream so we can't predict accurately. But for 498 score you have very low chance to get any of psu for any stream. You may get some of college for further studies.

Cutoff marks for iits depend upon the difficulty level of paper. If questions comes easy then marks goes up. So prediction of marks is difficult. But i can say about gate score. You need to have gate score more than 700 for admission there.
