You can appear for GUJCET 2019, irrespective of the state you are appearing your 12th from provided you are a bonafide resident of Gujarat. The academic qualification required is that the candidate must have passed 10+2 (or equivalent) exam from Gujarat Secondary and Higher Secondary Education Board,

The minimum marks for getting admission into a government engineering college is an aggregate of 75% in lass 12th board examinations. Some goervnment colleges have a relatively low cutoff ranging as low as 65-70%. Also, the cutoffs are different in government engineering colleges for different caste categories.
No you cannot as only 12th appearing or 12th grade passed students from PCM category from recognised University are eligible for GUJCET and must be Domicile of Gujarat or resident of Gujarat state .
