Yes Maharashtra and other state students can get admission in MBBS course in Gujarat but only under Management quota not under government quota.
Because for Government quota only Gujarat domicile candidates are eligible.

First of all you need to have both domicile certificate and caste certificate from the same state for which you are applying for counseling to get the benefits otherwise if you have domicile certificate and not caste certificate from that particular state then you will be regarded as Gen category students and you will be allotted college according to that only. So if you want to have benifits of reservation then you will be needing caste certificate from gujrat state itself.
Now if we talk about your chances then for time being we can't say anything definite as questions paper was moderate and same difficulty level as last year, so cut off may remain same around last year or may increase also 5-10 marks as cut off marks depend on various other factors. We will have to wait till result get declared and once rank is out it will be easy to tell your chances.
Also you are on borderline and you are not out of race,so pray that neet rank remain same at these marks as last year then you will have great chances of getting that college.

EWS certificate of any state is acceptable as it has followed same guidelines through out India for issuing. So you will not get any problem regarding your EWS certificate.

If you have provided correct information and if it is issued by the State Government of Maharastra, its completely acceptable by the UPSC.
