However, with the above scored rank , the chances for getting any govt colleges is low as your rank is likely to be less since the cutoff varies every year and it depends on several factors like category and number of seats and difficulty level of the paper.

For IT engineering, automobile, mechanical & civil engineering, Maharashtra is better to choose for huge opportunities after completion of BE/BTech than Gujarat. While Chemical/Chemistry engineering has bigger opportunities in Gujarat than Maharashtra due to strong petrochemical industry. Other engineering branches have equal opportunity in both states.
Firstly, Very congratulations for securing such good marks. Secondly, let me tell you that each and every year the cut - off get changes depending upon many factors. This year lots of candidate had appeared for the NEET examination making the competition a bit more harder. Thirdly, for getting seat in any of the Govt. Medical College you must score at least 50 percentile (720 -136) for open category and 40 percentile ( 137 - 108 ) for OBC/SC/ST category.

The minimum neet eligibility criteria according to official websites updates states:
The candidate must have passed in the subjects of Physics, Chemistry and Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry and Biology/Bio-technology at the qualifying examination. For students belonging to SC/ST or OBC category, a minimum of 40% marks must be obtained to be eligible for the NEET examination. For students with loco motor disability of Lower Limbs, minimum marks of 45% are required for General-PH. For SC-PH/ST-PH/OBC-PH, a minimum of 40% marks are required.
So I guess now its crystal clear that your marks do meet the above criteria and hence you eligible to apply for Neet exam.

Yes, you can surely do a degree after diploma. There are many private colleges and universities who offers degree courses after diploma. Yes, you can but it depends upon which degree are you having in mind. For example, after doing engineering diploma, you can get into degree course into second year directly. But in an entrance based degree course having a diploma may be considered minimum eligibility and you have go through due process for the degree admission, like in case of management or architecture.
So basically, you will have to find the eligibility criteria for degree course to know if a diploma is of added benefit or it may help you get admission in degree course.
