Yes, you can answer the UPSC exam with Gujarati language. In fact, most of the students of who knew Gujarati could score better as they selected Gujarati as one of the subjects. Also, besides Gujarati, you can answer UPSC in Hindi and English also.

I think mock tests are also available in Gujarat language but I'm not sure. You can check it out yourself.
