You can get admission in IPU based on your IPUCET score.The cut off varies for different streams .So you might have to compromise with the streams.

If while selection of courses it is not showing bds and bhms, that can maybe because of two basic reasons,
1. The date for applying for bhms and bds must have been gone or maybe they have not yet started registering for that courses.
2. Seats for applying for bhms and bds must've been full.
Just checkin after some time and if then also not available then check in after 2 daya or so. If then you're not getting it then I'm sorry to say, registration might have been closed then definately.

I am sorry to tell you, considering the last year's cut-off you could only get IndiaInst of Innovation in Technology and Management (2nd Shift). It is difficult to get first shift.
With the rank you're mentioning I'm afraid you won't get into either the main campus of IPU or VIPS as their closing rank lies somewhere near 2500. But you can definitely look out for other colleges under IPU like
And other good private colleges also like ICFAI Dehradun, MS Ramaiah college of law, ICFAI Law school Hyderabad, Christ University Bangalore etc.

Now for the admission in IPU there are seperate reservations for Delh and Non-Delhi students.For Delhi students there is a sanction of 85% of the seats while the rest 15% for the students outside Delhi region.Within the 85% there are seperate reservations for SC/ST /OBC and other reserved category candidates.Now you can well understand that the Delhi students are in a better posititon to get admission based upon the sanctioned reservation of 85% seats.
Now based upon the rank you have scored you have pretty good cances of admission for colleges under GGSIPU.Now the assurance cannot be given that in which list of cutoffs you may have a chance.You may have to wait for 2nd or 3rd round of cutoffs and subsequently the counselling rounds.But you definitely have better chances than the Non Delhi students.

According to your question as you have asked that you are from outside delhi and you appeared for CLAT and also belongs from OBC category and want to get admission in IP UNIVERSITY .
So let me clear you that yes you can get admission and also it is good if you have given the cet exam of ip university as it will be easier for you to get admission there.
And you have to also visit to the university and asked the authorities there by which it will be easy for and they sort out your queries .
The Supreme Court has recently announced its decision that going forward admission in BA/ BBA LLB and LLM courses offered at the varsity will be done through CLAT exam.
Earlier, Delhi High Court had restricted Guru Gobind Singh Indraprastha University (GGSIPU) from accepting Common Law Admission Test (CLAT) scores for 2019-20 admission to the undergraduate law courses offered by the university and affiliated institutes. The court had passed an interim on the same and also directed the university to reflect the order on its official website.
However, after the Supreme Court order GGSIPU has released a notification stating that the university will accept CLAT scores to offer admission to candidates in UG and PG level law courses offered by it and its affiliated colleges.
It may be noted that GGSIPU has also discontinued IPUCET for admission in BTech (excluding Biotechnology), MCA and MBA programmes. Admission to these courses will be done on the basis of national level exams like JEE Main , NEET and NATA . The university, however, will continue conducting the IPUCET exam for BTech Biotechnology, BBA, BCA, BJMC, MJMC and MA English courses.

Yes, as you mentioned that you have secured 630 marks and have delhi 85% quota but didn't mentioned your category ,I'm assuming that you are from general category.
still you have chances of getting a medical seat in Vardhaman Mahavir Medical College ,if we see last year's cutoff ,that was,640 marks for general category(this year there is increment of almost 4,500 mbbs seats).
