No, it is completely up to you if you are applying for hostel services, there is no such compulsion in the Safdarjung College. If your home is far away so it is adviced to opt for hostel services to save transportation time and charges.

IPU CET Counselling 2019 - Guru Gobind Singh Indraprastha University will be commencing the counselling of IPU CET 2019 on June 25. IPU CET 2019 counselling will be conducted in an online mode for all B.Tech programmes including B.Tech Biotech. IPU CET counselling will be held in three rounds followed by a spot round if there are ay vacancies left. It may be noted that there will be no IPU CEt; instead counselling and seat allotment will be on the basis of JEE Main Paper 1 scores. The counselling of IPU CET 2019 will comprise of steps such as registration, choice filling and locking, admission fee payment and seat allotment. Candidates will have to register first followed by payment of admission fee of Rs. 1000 (excluding bank charges) either through online payment or through challan.

The maximum and minimum closing ranks are different for different categories. Its also also depend on whether you belong to Delhi region  or you are out of Delhi candidate. and also its different for different for different branch

After going through the information provided in your question about your category rank in JEE Mains, it could be undoubtedly said hat your AIR in CRL is pretty low. So, you should not be expecting a good college at this much rank, also, it will be hard to get a government college even, at this rank.
