Hello Raghav. In order to apply in ipu, candidate must pass 12th through cbse or other equivalent board with a minimum score of 50 percent with english as core or elective subject. Candidates waiting for their 12th result can also apply. No candidate will be allowed to sit for the entrance exam without meeting the eligibility criteria of the university. You can visit their official website for more details or call the person responsible for this in the university itself

The admission authority of IPU havn't released any information regarding the cut off scores/ranks for the admission processes in B.Tech. However, it is evidednt that that 85%+ seats will be reserved for the Delhi candidates. So, based on the speculation that your provided rank is true, you have a very feeble chance to get admission into IPU for its B.Tech program. However, you should wait for the counselling processes to start and get a more clear view of how much rank is accepted for IPU. All the best!
