The Defence quota in GGSIPU and JAC Delhi is primarily for children of Armed Forces (Army, Navy, Air Force) and never para-military forces such as CISF unless they also hold some gallantry awards (Shaurya Chakra, Vir Chakra, etc). Because the CISF is a part of the Ministry of Home Affairs and not Ministry of Defence, a retired CISF officer (not including any gallantry distinctions) will not be recognised as being eligible under Defence quota.
