If you change your college under counselling means in round 1 you alloted x and in round 2 you alloted y then your money will be transfered. But if you cancelled seat and take admission in other college externally then you have low chances to refund your money.

The minimum marks depends on your reservation category and the state from which you belong. For general category you need to score more than 500 to get good government college.
