The IPU University conducts total of 3 or maximum 4 rounds of counselling in which 85% seats are reserved for Delhi student and rest of the seats are for outsiders. And also there is a separate list of cut off for ews
No counselling for btech hasn't started yet. Most probably it will start after the JEE MAINS result. But application date was 31st July, so I hope you uave applied.

According to the details you have mentioned you can get admission in a good architecture College like D.Y.PATIL my suggestion for you is that you should go till the last round of counselling for getting the best College.
