No, you cannot apply in the course of B.A Economics Honours from IPU without maths. Maths is compulsory for pursuing this course. The entrance test consists of the following syllabus:

1. General English - 10%

2. Economics and Statistics - 40%

3. Maths- 40%.

Apart from IPU, maths is also compulsory in almost all the colleges offering this course.

To get admission in IP University, you need to satisfy the eligibility criteria issued by the authorities. According to which, candidate's age should not be more than 21 years for any UG programmes, similarly there are age limits for other programs as well. Other than this, candidate must have qualified 10+2 from a recognized board with atleast 50% aggregates. You got 84 percentile in JEE Mains examination so your marks is around 51 to 60. And your rank around 150000 to 120000. You didn't mention above which category you are belongs so I assume they you are a general category candidate. So this is your only one rank if there no EWS category present.

Due to research the last year IPU cutoff for JEE Mains is around 180000 rank. So if you are getting this rank in this year so you will get admission in this college. But remember the cutoff will differ in every year for basis of highest marks of the examination, the appearing candidates number, the merit of candidates, the question pattern etc. So you can go for counselling and put this college name I hope you will get it.
