Guru Nanak Dev University, ie. GNDU takes admission for B.Tech courses on merit in JEE Mains/ entrance examination. It has nothing to do with your percentage scored in 12th std, you need to have 10+2 with 50% with science stream. GNDU has 240 seat intake for its Computer Science & Engineering specialisation. There are 85% quota for residents of Punjab and 15% quota for outside Punjab. For the B.Tech course, the fee is 1.26 Lakhs (1st Year Fees). If you are solely dependent on your 12th percentage for admission in B.Tech CSE, then you might not get the college of your preference. Shift your arena towards JEE Mains for next year, if you haven't given it this year. It is easy to get admission to GNDU by JEE Mains as last year's cutoff was below the rank of 175000 for the general category. If you are from the reserved category, this can even go up for CSE.

According to me, your decision between the two should mostly depend on your interests.
To determine your area of interest, you should learn about both subjects, speak with students who are already engaged in them to have a good understanding of both, and then choose one.

NIT Jalandhar have better placement thab Guru nanak dev university.
Also you getting NIT tag which obiously have great value.

Practically speaking, NIT Jalandhar is much better than GNDU in regards to placements and MS/PhD opportunities. If I would be in your position, I would definitely choose NIT Jalandhar even if I don't get Computer Science. Because, in tier-1 universities, one can seat for IT companies even if they are from Core branches.
