You are eligible for Delhi state quota only if you have completed your class 12th from Delhi. If that is the case for you, then you are eligible for Delhi State quota in IIIT, NIT and DTU. However, the same is not applicable for IIT Delhi, as it considers only All India Rank for admission.

If you want to stay in college premises prior to your admission in the specific college, you have to first ask the college Administration by either mailing them or or meeting in personal with the officials in-charge of such processes.
If they allow you and accept your request then you can surely continue to start living within the campus itself, otherwise if they deny your request you have to unwillingly follow it.

Hello there. Hope you are doing good. I would like to tell you that it is too early now to consider applying to colleges for admission. Mostly colleges starts their application process after March or after most of the boards exam are done. There are few entrance exams which are conducted in the month of February-March (NIFT entrance test for example). If you are aiming a particular entrance test, then you can have a look at the last year exam conduction date. Otherwise, mostly colleges will have admission process started only after the board exams are over.

For your information commencement of online application form submission has already been started from 2 Nov 2020. And last date for online application is 17 Nov. 2020 till 4 pm . The registration and counselling fee is 100 for general and 650 for others.
First merit list will be displayed on 23 Nov 2020.
Then fees should be submitted after document verification in the college till 24 Nov 2020 till 4 pm.
Second merit list will be shown on 26 Nov. 2020.

Shashank, the Community that you belong to in Telangana should also be listed in the Central OBC/SC/ST list and also should belong to the same Category that it belongs to in Telangana. For example, if you belong to OBC Category, the Community you belong to should be listed in Delhi OBC Category and also Central OBC list. Then you claim OBC benefits or else you will be considered under General Category. And regarding the Caste certificate, you have to apply for Haryana Caste certificate because that is where you hold the domicile from.
