There is not a huge difference between general category and OBC category, the thing is that there are almost 10 seats are kept in every government college for OBC so chances of getting admission in that is high for OBC category , if you get 480+ in Neet then you can get AIIMS Guwahati.
If we consider previous year cut off then there is a less chance to get seat in AIIMS Guwahati but as you know cut off changes every year.That's why it would be tough to tell exactly. There are many factors which can affect the Cutoff so wait for the final result.

College doesn't matter much until you get good grades in your own college. If you are amongst the top students in your college, you are good to go. But sometimes it matters for MBBS whether it's government or private college. Getting a MBBS degree from a government college is more valuable than getting the same from a private college. Also, AIIMS is the best institute for MBBS. Since you are a student of AIIMS Guwahati, your degree will be more valuable than other colleges.

yes, it is true, IIT Guwahati is offering Mtech in food science and technology in collaboration with GIFU university Japan. And under this course, the second semester would be conducted in GIFU university Japan and other three semesters 1,3 and 4th would be conducted in IIT Guwahati. Capacity for this course is 5 Indian and 5 japanese students. You can get admission by clearing gate exam in relevant disciplines such as AG/BT/CH/CY/XE/XL. AIIMS Guwahati is going to start its first Academic year from 2020 which means you will be in the pilot batch. AIIMS Bhubhaneswar will be the mentor Institute for AIIMS Guwahati and the treatment for patients will be starting from the next year. The faculty recruitment for almost all the departments have been done and so you can expect full pledged faculty at AIIMS Guwahati. And as the OPD is yet to start here, you might have an exposure to Guwahati Medical Hospital cases. AIIMS Guwahati is going to have a 750 bed hospital with 16 operation theatres and 22 super specialities. During the first year, you learn Anatomy, Physiology and Bio Chemistry.
