- you will get state of the art facilities and all at AIIMS but arguably, IGIMS and its clinical experience can be called better (as of now) as there is already a well formed image about it, patients come in thousands and doctors are well versed.
So take your time and decide based on what you are after- current skill development and learning at IGIMS or new campus, new culture, and a prestigious tag of AIIMS for life.

AIIMS Guwahati is going to start its first Academic year from 2020 which means you will be in the pilot batch. AIIMS Bhubhaneswar will be the mentor Institute for AIIMS Guwahati and the treatment for patients will be starting from the next year. The faculty recruitment for almost all the departments have been done and so you can expect full pledged faculty at AIIMS Guwahati. And as the OPD is yet to start here, you might have an exposure to Guwahati Medical Hospital cases. AIIMS Guwahati is going to have a 750 bed hospital with 16 operation theatres and 22 super specialities. During the first year, you learn Anatomy, Physiology and Bio Chemistry. And for Anatomy, you might be taken to Guwahati Medical College. The College buildings and residential buildings are big and spaciously built. So if you do not want to waster another year, AIIMS Guwahati is a good option. Also an AIIMS Institute holds its reputation no matter where it is located.

1st of all any AIIMS college is good. For better option is always Delhi AIIMS. It's top medical college in India. NIRF rank 1. Guwahati AIIMS college is also good but delhi is the better option from it. I think you can understand which one you want to choose.

As you said you belong to general category it would be the tight spot for you getting any top college in AIQ but there are chances for you to get a seat. If you ask me about guwahati medical college in 85% state quota then you might grab seat in the college.
You have all the chances of getting government., and also private colleges in guwahati.

I would recommend ECE at IIT G if CSE is not your top priority instead of CSE at IIT BBS because IIT G being older has a very large alumni base plus more recognition among companies than IIT BBS. But if you take CSE at IITBBS you will not regret as placements are very good with high package . Since IIT BHUBANESWAR was started in 2008 you will get a permanent campus and almost all facilities of IIT G. Choose according to branch preference as both college are good and you won't regret your decision taking any of these.
