you can do MTech in IIST after graduating in the field of Aersopace,Avionics,mathematics,chemistry,physics and Earth and Space Sciences.
In IISER you can do PhD in various fields, there are no MTech courses but dual degrees.

if you belong to any category or have applied to a scholarship then submitting income tax return certificant becomes a neccesary, however if its not the case then its requirement is not needed so you should first enquire in the college before submitting any such imporant proof document.

As you didnt get your improvements marks still, but the last date to apply is april 14th 2019 ,then beter you mention the passed marks/percentage you got .
