First thing HBTI KANPUR no longer takes admission through UPTU/UPSEE score. 

It takes admission on basis of JEE MAINS score .

But you can get IET Lucknow if your common category rank is (for various branches)

It totally depends upon you whether you want to fill in the forms today or till 10th june. The factor would not effect your rank list and admission procedure into the college. This is an application for the entrance to the institute and wont get affected by submission on even the last day of form filling.

Though, I suggest you that if possible, you should fill in the forms as soon as it can be since there are no harms.

Your JEE Mains rank is bit high in order to get admission into HBTI Kanpur. You should have rank less than 60000 in order to get seat in Harcourt Butler Technical Institute Kanpur. So i suggest you to look for some other colleges as well and not stick to only one as admission are going on seats will fill  up fast in good colleges first.
