To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as-
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like :-
• General - 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Now since the NEET paper this year was a bit tough compared to level of paper of previous years, so the cut-off is expected to lie between the cut-offs in the year 2020 and 2019.
Since you haven't mentioned your category, I would consider you to be a General category candidate. further you are expecting 570 marks in NEET 2021. If You have domicile of Harayana then you can apply for State counseling .

Haryana PG medical merit list 2021
After the conclusion of the application process, the counselling authority will release the merit list of Haryana PG medical 2021. Only those candidates whose name will appear on the Haryana PG merit list 2021 will be eligible for further admission process. The merit list will bear the name of the candidate name, father’s name, mother's name, gender, date of birth, Haryana domicile, whether MBBS is completed from Haryana, category, PH (Yes/No), NEET score, duration of services in remote and/or difficult areas, incentive percentage, percentage conversation of in-service, and final score. A provisional merit list will be released and candidates will be required to email the authority about any discrepancy within a specified time period. After incorporating the changes a final Haryana PG medical merit list will be released. A separate merit list will be released for government and management quota seats.

Hope you are doing well. See with a score 470,getting a government medical college either through AIQ or state quota counselling in Haryana isn't possible despite having an SC category.
This is because in 2021,the cutoffs are expected to be somewhat similar to last year's or may increase marginally.
In Haryana,the cutoff score for a government medical college was 495 with a closing AIR of 90400 through 2020 state quota counselling for the SC category.
But you can definitely try for BDS(government) or Ayush(government) or MBBS through private or management quota .

On the basis of previous year cutoffs trend, at your rank you have very good chances for getting admission in government medical college in your category under state category quota. However remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. So nothing can be predicted with certainty until the official announcement of cutoff.

73 percentile in UG exam 2021 which means your rank is around 1,00,000.ICAR has not published the cutoff now ,but from the 2020 cutoff it is said that if your are around 1,00,000 you would get admitted to govt colleges.
If you are looking for Chaudry Chara Singh Hisar University then ,you have enough score for your ICAR ,but sometimes it depends on the cutoff of that particular institution which is also not published yet.

In 2022 your masters degree at the respective subject for which you are studying BSc Hons is complete and if you can achieve at least 55% plus marks in masters degree then you will be eligible for jrf NET examination. Until or unless you complete your masters degree in agriculture with 55% plus marks then you will be eligible for appearing in JRF NET exam. And in exam candidate has to achieve in both papers at least 40% marks to qualify in the examination. BIS exam is for tu BA a research fellow or after qualifying examination he would be a lecturer of the respective subject in any colleges universities.

There are Two different counseling for seat allotment -
• All India Quota or AIQ counseling - it happens for 15% seats in Medical colleges all over India. Through this counseling you can take admission in MEDICAL COLLEGE in any state in India.
• State Counseling - It happens for 85% seats in Medical colleges in your domicile state. Through this you can get seat in Medical colleges in your Domicile state only.
Now the All India Quota Counseling will take place for 15% seats reserved in medical colleges of all states. The online counseling takes place in 2 rounds only.
NEET 2021 AIQ Counselling process includes-
• Candidates to register themselves on official website of MCC- Medical counseling Committee-

• Fee payment- Re 1000 is to be paid by unreserved category candidates while For SC/ ST/ OBC/ PH candidates, registration fees is Rs 500.
• Choice filling of colleges candidate wishes to get admission in
• Finally seat allotment based on NEET scores, reservation criteria, and the number of seats.
A security deposit of Rs 10,000 also is to be done by students which will be refunded if no college is alloted even after round 2 of AIQ counseling.
Following are the documents that will be required during counseling and original documents are to be produced-
• NEET Admit Card
• NEET Result/Rank Letter
• Class X Certificate and Marksheet
• Class XII Certificate and Marksheet
• 8 passport sized photographs (Same as the one affixed on the application form)
• NEET Seat Allotment letter

Following are the reservation that are given to the candidates of various categories-
• 10% seat reservation for GEN-EWS candidates, (candidates whose family income is less than Rs 8 Lakh per annum)
• 15% seats are reserved for Scheduled Caste(SC) Students.
• 7.5% seats are reserved for Scheduled Tribe (ST) students.
• 27% seats are reserved for OBC-NCL candidates only in colleges run by central government.
• 5% of seats are reserved for Person with Disability PwD. This is a horizontal reservation which means that 5% of all seats reserved for various categories are reserved for candidates with disability from that category.

As per your question i would say that the Haryana Council for open schooling never comit to everyone for further study and employment. The courses offered are only for knowledge and wisdom. The certificates are valid and you can try for higher studies in universities. Based on your marks and cutoff you have to appear for entrance exams and get into the admission procedure if selected. Go to the University website and check the details on admission, fee structure etc.

No, you can't get a government after DCH from CPS as it is not recognised by the government but yes you can get private jobs and on top of that you can do some other course with it which will increase your potential and give you more job opportunities and on top of that you can you can also do internships as they will give you experience and build up your cv for a good job.
