Yes, it is valid in JOSAA councelling.
On 29th june the DU said that those students who do not have the new EWS certificate can upload and submit the older one for completing the registration. Such students, its also told that you can submit the new EWS certificate later during document verification with valid Tehsildar Signature.
Ews certificate with signature from your tehsildar will be valid for DU application form this year too. So you don't have to worry about that.

EWS certificate is valid only if it's signed by someone equal to or above the rank of tehsildar. Naib tehsildar is deputy tehsildar below the rank of tehsildar. Also according to JEE advanced official website
Candidates from OBC-NCL/GEN-EWS categories are required to have a valid category certificate in proper format issued on or after April 1, 2021, to be uploaded at the time of online reporting during JoSAA.

Yes, you can. The eligibility criteria for admission in BA and B.Com programmes in DU Sol is that a candidate must have qualifying marks in Class 12 examination. Admission to all the UG courses is completely merit-based as per the marks obtained in 10+2 examination. You should have scored the desired percentage marks to get enrolled for the program.
SOL DU has released notification for the UG Admission 2021-22. Candidates can apply at sol.du.ac.in till December 15, 2021. Before applying candidates can check their eligibility for the course which they are applying. The School offers UG and PG Courses in the field of Arts and Commerce. At present, SOL Delhi University offers BA, B.A (H), B.Com (Hons.) at UG level and M.Com & MA under various disciplines at the PG level.
Application form cum prospectus can be obtained either from the Main Center at North Delhi Campus or from the South Study Center at South Moti Bagh, New Delhi. For UG courses, the application form can also be filled online through the official SOL website followed by document verification.
Admission to Undergraduate courses at DU SOL is done on the basis of merit secured in 10+2

Dear Aspirant, previously there was no bond allowed for All India Quota students in medical filed but now bonds are uniform. Bond varies from college to college. But some changes have been made by MCI about the bonds.
According to the news in The Hindu-
The bond period for MBBS candidates should not exceed one year, and the bond value should not over 10 lakh for those admitted under AIQ. The bond value alone could be increased to a maximum of 15 lakh for students admitted under state quota. After a year of bond service, the candidates could be allowed to serve for one more year. As far as score is concerned in neet 2021 it's a pretty good score and considering you belong to haryana with BC-A category and as you are willing to prepare again for the neet so I would recommend you that if you score 650 then only go through all india counselling otherwise opt through home state quota.
Although various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
