Sorry to say you but you have not yet explained about which counselling you are talking about.
If you are talking about Neet counselling then I can say you that counselling may be start from last week of October as per the official news. Any such specific date has not been released yet.
And if you are talking about Haryana State Technical Education Society then I can tell you that authority will conduct total tu online counselling season which already has been started from 24th September and will open up to 4th October. Till then the online registration process remain work.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

For getting the benefit of state quota , it is necessary to have the domicile certificate of MP state itself, because at times authorities ask for the domicile certificate, if its from Haryana it would create a problem. Go for a safer side and take a prudent decision. you may refer to the requirement of documents for MPDTE .

Nowadays, state quota is applicable of you either have aadhar card of that state Or you passed class 10th and 12th from that state.
As your son completed 10th and 12th from MP, he will surely get state quota state from MP.

At your expected marks it's very tough for you to get govt mbbs seat in both AIQ and haryana state quota counseling.
Haryana state counseling cut off marks for Gen category candidates in NEET 2020 was 600 marks in Shaheed Hasan Khan Mewati Government Medical College, Nalhar
Where as all india quota counseling cut off marks for Gen category candidates was Air 15038 and 611+ marks.
NEET 2021 cut off marks will be almost same as previous year be cause rank vs Mark is almost same as last year neet you might see just minor 2-3 marks up and down in counseling Cut off.
So there are almost rare chance for you to get govt mbbs college. You might have some chances for BDS seat in AIQ counseling.
You will get good private medical colleges in both AIQ and state counseling so you can go for that.
